With reference to my Despatch No.347 of the 6th instant, respecting the appeal case of Howard and Stephens versus the Attorney-General of Hongkong, I have the honour to transmit to you six copies of a message addressed by Governor Sir William Des Voeux to the Legislative Council on the 22nd of March, 1889, relating to the Praya Reclamation Ordinance of that year.

2. The Acting Crown Solicitor objected to the inclusion of this document as part of the Record, but I forward copies as I understand that copies will be furnished by the Plaintiffs to their Solicitors in England.
